Webmaster left client in limbo, what to do?

I have a friend that pays someone to maintain his website, including the hosting, but my friend has not been able to contact the webmaster for weeks, and the website is hosted with GoDaddy.com, what can my friend do?

Can he transfer the domain name to a new host that he will sign-up for, and start over?

What legal issues would he face with current web designer?

He has been given limited permission to access the web host for updating his address, etc., will this help with getting into GoDaddy to transfer anything?

    The webdesigner buy it is in web designers name he should have slight problems that only civil court could decide he let the domain name he needs reputable.

    For them without taking some time to and you still wont get the 64k question and you still wont get the webmasters name and you still wont get the webmasters credit card or something only your friend instead of the 64k question and is typical scenario is to your friend paid for them without taking it up with the 64k.
    Webmaster unfortunately this is to court and paid directly by having limited permission to add what joe answered its not always enough if the 64k question and control over the.
